El objetivo de este artículo es proporcionar algunas claves históricas y conceptuales para comprender la historia del socialismo británico libertarian y su relación con la concepción fiduciaria del poder político y del poder económico. Las expresiones de este socialismo no son homogéneas, convivieron con otras ideas rivales llegando en ocasiones a mezclarse con ellas; y fueron formuladas siempre como respuestas concretas ante los problemas que planteaba cada momento histórico. Desde el socialismo republicano de algunos seguidores de Robert Owen hasta los (...) desafíos que planteó la New Left, las teorías fiduciarias encontraron hueco para abrirse paso en los escritos de estos socialistas libertarian. The objective of this paper is to provide some historical and conceptual keys to understand the history of libertarian British socialism, and its relationship with the fiduciary conception of political power and economic power. The expressions of this libertarian socialism are not homogeneous, they coexisted with other rival conceptions, sometimes mixing with them. Those articulations were always formulated as concrete responses to the problems laid out by different historical moments. From the republican socialism of some Robert Owen’s followers to the challenges exposed by the New Left, fiduciary theory found room to break through in the writings of these libertarian socialists. En el actual contexto global de pluralismo religioso, el reconocimiento social e institucional de los grupos religiosos depende, por una parte, de los marcos normativos y de la voluntad política de los representantes públicos y de sus gestores; y, por otra, de las estrategias de institucionalización que adopten los grupos religiosos, como su visibilización en el espacio público o la participación ciudadana en la vida política del municipio. The Cuban government has undertaken the task of transforming insect pest and weed management from conventional to organic and more sustainable approaches on a nationwide basis. This paper addresses past programs and current major areas of research and implementation as well as provides examples of programs in insect and weed management. Topics covered include the newly constructed network of Centers for the Reproduction of Entomophages and Entomopathogens (CREEs), which provide the infrastructure for the implementation of biological control on state, cooperative, (...) and private farm operations. CREE programs include the mass rearing and release of Trichogramma spp. to manage insect pests of cassava, tobacco, sugarcane, and improved pasture. The entomopathogens, Bacillus thuringiensis, Beauveria bassiana, Metarhizium anisopliae, and Verticillium lecanii, are being mass produced in the CREEs and applied to control a number of key insect pests. A traditional method employed by peasant farmers of using the predatory ant Pheidole megacephala (Fabricius) in the biological control of sweetpotato and banana insect pests has been further developed and implemented. Efforts are underway to rear nematode species that attack insect pests and identify plant extracts with insecticidal qualities as potential management tools. Weed management has moved away from dependence on herbicides and toward alternative techniques that include weed suppression based on rotation schemes, limited use of selective herbicides, and new tillage equipment and practices. Because a large number of molecular mechanisms involved in gene regulation have been described during the last decades, it is now becoming possible to address questions about the global structure of gene regulatory networks, at least in the case of some of the best-characterized organisms.This paper presents a global characterization of the transcriptional regulation in Escherichiacoli on the basis of the current data. The connectivity of the corresponding network was evaluated by analyzing the distribution of the number of genes regulated (...) by a given regulatory protein, and the distribution of the number of regulatory genes regulating a given regulated gene. The mean connectivity found (between 2 and 3) shows a rather loosely interconnected structure. Special emphasis is given to circular sequences of interactions (“circuits”) because of their critical dynamical properties. Only one-element circuits were found, in which negative autoregulation is the dominant architecture. These global properties are discussed in light of several pertinent theoretical approaches, as well as in terms of physiological and evolutionary considerations. The purpose in this text is to focus on one of the possible use of broadly psychoanalytic concepts in history: the analysis and treatment of historical testimonies by witnesses of “traumatic events”. A number of historians have proposed that some witness accounts could be understood as “elaborations of the past”, in the technical psychoanalytic sense. My interest is in the question whether the discourse of the psychoanalytic patient and the historical testimony by the traumatized witness possess the same epistemological status, (...) as claimed by the historians alluded to. My view is that the claims of similarity should be resisted.Is philosophyrelevant to everyday life? Is it not too abstract and general? The knowledge of priests, psychologists or physicians is as abstract and general, yet its relevance is not contested. Is not its relevance limited to the case of the rare sage which is both able to discuss complex philosophical matters and ready to adopt “the philosophical attitude” to life? Such popular notions ignore controversies with regard to the existence of such sages, the content of their alleged wisdom, or the nature or impact of their “philosophical attitude”. Modern philosophy is generally much more skeptical, realistic, pluralistic and therefore “democratic” thanthe elitist classics. It does not trust myths about the “good life” of the wise, nor ignore their preoccupation with death. (shrink)

This article explores the common points and the differences between Hans Kelsen’s and Robert Alexy’s application theories. Although Kelsen subscribed to moral relativism and denied the idea of a practical reason, while Alexy criticised moral relativism and defended the idea of a communicative reason, it is argued that the two theories share important common features, such as denying that interpretation can point one single answer as the right one and acknowledging that interpretation is comprised by both knowledge and will. The (...) article acknowledges that there are differences between both theories, analyses whether these differences are qualitative or quantitative and, in the end, concludes that between the two theories there is not disruption, as one might believe, but rather continuity. En este artículo estudiaremos el vínculo entre las instituciones y el populismo mediante una experiencia concreta: la Asignación Universal por Hijo en la Argentina. Para ello, vamos a dividir el artículo en tres partes. Primero, desarrollaremos un tipo de abordaje metodológico específico: el procedimiento coyuntural recogido por Mouffe para pensar el actual momento populista. Segundo, explicitaremos el debate teórico alrededor del vínculo entre instituciones y populismo y las dificultades que existen para pensar esta relación. Tercero, partiremos del caso concreto de (...) la AUH, con objeto de mostrar sus tres momentos constitutivos: el surgimiento de la demanda popular, su apropiación y tramitación por parte del gobierno y la transformación de la demanda en un derecho. Finalmente, señalaremos, a partir del caso estudiado, cómo la conflictividad rupturista de la institucionalidad populista puede ayudarnos a pensar, transnacionalmente, una lógica alternativa al neoliberalismo.This article aims to study the relationship between institutional policies and populism analyzing the Universal Assignment for Child (AUH) in Argentina. To achieve this objective we will divide the paper in three sections. Firstly, we will think the populist moment in this particular setting as a method of interpretation. Secondly, we will follow the theoretical debates about institutions and populism explaining the difficulty to think this relationship. Third, from the concrete case of AUH, in order to show the constitutive moments: the emergence of popular demand, its appropriation and processing by the government and the transformation of demand into a right. Finally, we will show how the rupturist conflict of populist institutionalism helps us conceive a transnational alternative to global neoliberalism. (shrink)

Inauguration speech at chair number 18 of the Brasilian Academy of Philosophy.

Objective: To evaluate the effect of an intervention on the understanding and use of DNR orders by physicians; to assess the impact of understanding the importance of involving competent patients in DNR decisions. Design: Prospective clinical interventional study. Setting: Internal medicine department (70 beds) of the hospital of La Chaux-de-Fonds, Switzerland. Participants: Nine junior physicians in postgraduate training. Intervention: Information on the ethics of DNR and implementation of new DNR orders. Measurements and main results: Accurate understanding, interpretation, and use of (...) DNR orders, especially with respect to the patients’ involvement in the decision were measured. Junior doctors writing DNR orders had an extremely poor understanding of what DNR orders mean. The correct understanding of the definition of a DNR order increased from 31 to 93% (p<0.01) after the intervention and the patients’ involvement went from 17% to 48% (p<0.01). Physicians estimated that 75% of their DNR patients were mentally competent at the time of the decision. Conclusion: An intervention aimed at explaining the ethical principles and the definition of DNR orders improves understanding of them, and their implementation, as well as patient participation. Specific efforts are needed to increase the involvement of mentally competent patients in the decision. (shrink)

A pesquisa traz resultados quantitativos e qualitativos sobre os discentes e docentes do PPGCI/UFPB quanto aos interesses e posicionamentos críticos dos seus pesquisadores. This study aims to determine possible associations between strength parameters, injury rates, and performance outcomes over six seasons in professional basketball settings. Thirty-six male professional basketball players [mean ± standard deviation : age, 30.5 ± 4.7 years; height, 199.5 ± 9.5 cm; body mass, 97.9 ± 12.9 kg; BMI 24.6 ± 2.5 kg/m2] participated in this retrospective observational study, conducted from the 2008–09 to the 2013–14 season. According to their epidemiological records, each player followed an individual plan designed within different (...) strength training programs: Functional, Eccentric, or Resistance. Seven hundred and fourteen valid records were obtained from 170 individual strength tests during 31 sessions. Tests performed were leg press, squat, and jerk. Parameters recorded were force, power, velocity, peak velocity, and time to peak velocity for strength; time loss injury and muscle injury for injury rate; and games won, games lost, and championships for performance outcomes. All the strength variables and injuries are independent of the strength programs. The correlation analysis showed very significant relationships between muscular injuries and time to peak velocity, significant relationships between force and games lost, and muscular injuries with games lost per season. Mean values per season described a possible association of force, time to peak velocity, and muscular injuries with performance outcomes. In this specific context, strength variables and injury rate data show no association with a single type of strength training program in this cohort of high-performance basketball players. (shrink)

El programa y su nombre formal comenzaron en Estados Unidos en 1980. Si bien los estudios y observaciones a largo plazo comenzaron tempranamente en 1400 y 1800 en Asia y Europa, respectivamente, el enfoque a largo plazo no se formalizó sino hasta el establecimiento de los programas de investigación ecológica de largo plazo en Estados Unidos. Estos programas han permitido experimentos (...) a nivel de ecosistemas y comparaciones entre sitios que condujeron a una mejor comprensión de la estructura y funcionamiento de la biosfera. El enfoque ecosistémico holístico de esta iniciativa permite también la incorporación de la dimensión humana en la ecología, y recientemente ha dado lugar al nuevo concepto de investigación socio-ecológica de largo plazo (LTSER). Hoy los programas de investigación socio-ecológica a largo plazo existen en por lo menos 32 países (esto es, los miembros de la Red Internacional de Investigación Ecológica a Largo Plazo o ILTER (International Long Term Ecological Research). Sin embargo, la consolidación de la red internacional dentro del paradigma de investigación socio-ecológica a largo plazo todavía requiere: (1) inclusión de algunas regiones remotas del mundo que aún están poco representadas, como el suroeste de América del Sur; (2) modificaciones en el tipo de investigación realizado, tales como la integración de las ciencias sociales y naturales con las humanidades y la ética, y (3) la incorporación de las conclusiones y resultados dentro de los procesos sociales y políticos. En este contexto, la naciente red de investigación socio-ecológica a largo plazo en Chile, que se extiende en el rango latitudinal más largo de bosque templado en el Hemisferio Sur, agrega una nueva región remota a las investigaciones ecológicas de largo plazo que había sido pasada por alto anteriormente. Además, la colaboración con la Universidad de North Texas y otros asociados internacionales ayuda a desarrollar un enfoque interdisciplinario para integrar las ciencias ecológicas y la filosofía ambiental, junto con los conocimientos ecológicos tradicionales, la educación informal y formal, la política, las humanidades, los procesos socio-políticos y la conservación biocultural. This article explores the metaphor of Science as provider of sharp images of our environment, using the epistemological framework of Objective Cognitive Constructivism. These sharp images are conveyed by precise scientific hypotheses that, in turn, are encoded by mathematical equations. Furthermore, this article describes how such knowledge is pro-duced by a cyclic and recursive development, perfection and reinforcement process, leading to the emergence of eigen-solutions characterized by the four essential properties of precision, stability, separability and composability. Although logical consistency is desirable in scientific research, standard statistical hypothesis tests are typically logically inconsistent. To address this issue, previous work introduced agnostic hypothesis tests and proved that they can be logically consistent while retaining statistical optimality properties. This article characterizes the credal modalities in agnostic hypothesis tests and uses the hexagon of oppositions to explain the logical relations between these modalities. Geometric solids that are composed of hexagons of oppositions illustrate the conditions for these modalities to be logically (...) consistent. Prisms composed of hexagons of oppositions show how the credal modalities obtained from two agnostic tests vary according to their threshold values. Nested hexagons of oppositions summarize logical relations between the credal modalities in these tests and prove new relations. (shrink)

We also examine good reasons for having an ambivalent attitude concerning the later permanence in life of these archaic forms of association, and the coexistence of such intuitive but informal thinking with logical and rigorous reasoning. At the one hand, magical thinking seems to serve the creative mind, working as a natural vehicle for new ideas and innovative insights, (...) and giving form to heuristic arguments. At the other hand, it is inherently difficult to control, lacking effective mechanisms needed for rigorous manipulation. The full Bayesian signi/cance test (FBST) for precise hypotheses is presented, with some illustrative applications. In the FBST we compute the evidence against the precise hypothesis. We discuss some of the theoretical properties of the FBST, and provide an invariant formulation for coordinate transformations, provided a reference density has been established. This evidence is the probability of the highest relative surprise set, “tangential” to the sub-manifold (of the parameter space) that defines the null hypothesis.

Resumen La educación superior se ha constituido en un objeto de creciente interés en la literatura especializada. A pesar de lo anterior, la mayor parte de la investigación disponible se concentra en estudios de corte descriptivo y evaluativo, sin conectar sus desarrollos con las reflexiones de la teoría sociológica. El presente ensayo identifica las principales posibilidades teóricas y epistemológicas de la teoría de sistemas sociales para el análisis de la educación superior, examinando los rendimientos de la noción de diferenciación de (...) planos de formación sistémica (interacción, organización y sociedad) y la idea de diferenciación de sistemas parciales especializados. Abstract Higher education has become an object of growing interest in the specialized literature. Despite this, most of the available research concentrates on descriptive and evaluative studies, without connecting its developments with the reflections of general sociological theory. This essay identifies the main theoretical and epistemological possibilities of social systems theory for the analysis of higher education, examining the uses of the notion of differentiation of systemic formation planes (interaction, organization, and society) and the idea of differentiation of specialized partial systems. Sortition, i.e. random appointment for public duty, has been employed by societies throughout the years as a firewall designated to prevent illegitimate interference between parties in a legal case and agents of the legal system. In judicial systems of modern western countries, random procedures are mainly employed to select the jury, the court and/or the judge in charge of judging a legal case. Therefore, these random procedures play an important role in the course of a case, and should comply with (...) some principles, such as transparency and complete auditability. Nevertheless, these principles are neglected by random procedures in some judicial systems, which are performed in secrecy and are not auditable by the involved parties. The assignment of cases in the Brazilian Supreme Court is an example of such a procedure, for it is performed using procedures unknown to the parties involved in the judicial cases. This article presents a review of how sortition has been historically employed by societies and discusses how Mathematical Statistics may be applied to random procedures of the judicial system, as it has been applied for almost a century on clinical trials, for example. A statistical model for assessing randomness in case assignment is proposed and applied to the Brazilian Supreme Court. As final remarks, guidelines for the development of good randomization procedures are outlined. (shrink)
